DIPLOMATIC CHANGES.

Michael Herbert, Secretary to the British Embassy in Paris, has been appointed British Minister at Washington, and Sir Martin Gosselin, Assistant Under-Secretary, Foreign Officer, has ocen appointed British Minister at Lisbon. The Hon. M. H. Herbert, who is a brother of the Earl of Pembroke, was born in 1E57. He was Charge d'Affairs at Washington, IFB3-8&; secretary to H.M. Legation there, 1892-93: at The Hague, 1893-94; Constantinople, 1891-97; Borne, 1897-93. In the latter year he was appointed Secretary to the British Embassy at Paris. Sir Martin lis Merchant Hadsley Gosselin was born in 1847. He was Secretary to the British Legation at Brussels, 1886-92; of the Embassy at Madrid, 1892-93; Berlin, 189396; Paris, 1806-98, when lie Was appointed Assistant Under-Secretary >at the Foreign Office. __ £
