At the Philippines Atrocities Commission at Now York iuajor Waller and three other officers deposed that General Smith ordered that Saraar should be converted into a howling wilderness, and that no quarter should be given to anyone over the age of 10. General Smith admitted having ordered tho American troops to fire upon 300 Filipinos carrying a white Hag. Major Waller insisted that American and European troops in China committed similar acts without any protest being made, and that they summarily shot mutilators of tho dead.
