There not having been a quorum at the an nual meeting, when the chairman should havi been elected, the Government, by proclama tion in the Gazette of an Order-in-Councij extended the time for election till the 17u just. The Council unanimously elected Mr Chepmell to the position. The Treasury advised that £13 6s 7d, be ing gold revenue for the month of November had been placed to the Council's credit al the bank. • The tender of Mclndoe and ' Hill was ac eepted for the supply of dog collars at 7c each. Rowe The fees were fixed as follows: Sheep, cat tie, and terrier dogs, 2s 6d; sporting dogs 10s. Much dissatisfaction was expressed by councillors at this excessive charge, especially in view of the unsatisfactory state of th« roll. As the Council had no option payment was ordered. / It was decided to order a dray from. Gee and Potter to carry 30owt, with 2i,iu axle anc 3in tires, to cost £17, a first-class article being guaranteed. The following tenders were received — Contract No. 5, carting 650 yds gravel tc 'Wairakau, W. It. Johnson, 3s per yard; J ' Hanks, 3s 3d; McSweeney and Co., 2s 9d; F. Walker and Co., 2s 2£d (accepted). No. 6 contract, grading, widening, and carting 300 yds gravel at Waiharakeke: W. R. Johnson, 4-s lid per yard for gravelling, and £12 for formation. This was the only tender received, and the Council thought it i too high, and was greatly in excess of ." thirds" available for expenditure. It was left to Messrs. Cox and Brady to arrange the matter. Contract No. 7, carting SOGyds sand on Diagonal Road: W. It. Johnson, Is lid per yard; W. Brumby, Is l£d ; F. Walker and Co., Is Id (accepted). Mr. Brady reported that the formation work on this road, which was being undertaken by the Government, was proceeding very slowly, and that the road is at present in a very dangerous state. The clerk was instructed to write to the road surveyor, Mr. Wright, and impress upon him the necessity of pushing on the work. Mr. W. Stanley was authorised to pat in a set of pipes at the junction of the Rangitainuku and Okoroire Roads. Foreman Wattam reported as follows: — The contracts on Stanley Road had been much interfered with by the weather. The formation between Baino's sandpit and To Aroha West creamery, also 100 chains formation on the main road at Wairakau, had been finished with the machine. The tent used by the meji in charge of the machine had been destroyed by the gale on January 8. The clerk was instructed to order a new one. '• Foreman Mahood reported on tho work he had done during the month. He reported at some length on the required roads iD the Arahiv/i district, for which certain " thirds" are available. Some of ' the settlers could not get a wheelbarrow on to their sections, and others could neither get out nor in. Till lately the Government had been making a road from Mainaku, but the work has now bo en stopped. This settlers want first of all a road or track from their sections to the railway station at Arahiwi. As none of the roads in this district had been formally taken over, the Council decided that it could not authorise expenditure upon them. The Council, however, authorised the expenditure of £10 in giving an outlot to Mr. King to the Government' road, lately formed, leading to the Mamaku bush. ■ The Council decided • that : Foreman Mahood's explanation as to'-granting unauthorised holidays to casual labourers was satisfactory.
