LORD ROSEBERY'S POLICY.

London, January 2. • Lord Rosebery has published his Chesterfield speech in pamphlet form. In a preface, which is headed "A National Policy," he says that his policy has a large measure of general approval, but political opinion must be organised and political energy must work and entrench. " I want," he continues, " some of this spade work on behalf of my policy, otherwise the wave of adhesion which it received will be lost in space."
