A NAVAL RESERVE SCHEME.
By Telegraph.— Association.— London, December 19. Loud Brassey suggests a scheme for providing a naval reserve of 100,000 men at a cost of two millions. He advocates a, hundred school ships for training apprentices and subsidising shipowners to train officers to serve in the naval reserve.
