By Telegraph.— Association.— CONTROL OF NEW GUINEA. Sydney, October 11. As the Commonwealth assumes control of New Guinea the Imperial Government has refused to contribute £7000 yearly to the cost of administration. This amount will be guaranteed by the States.

Replying to a deputation, the Premier gave a curious reason for the hitherto persistent refusal of Parliament to amend the libel law. While recognising the need for amendment, he said it was difficult to get a Bill through because newspapers did not deal too tenderly with members. This want of tenderness lay in reporting those scenes which unfortunately occurred in Parliament, and which members afterwards regretted.

Mr. Allsopp, a well-known civil engineer, was killed to-day while conducting experiments at a foundry a/.; Newcastle with a turbine, which was calculated to drive it, steamship 60 miles an hour, with a speed of 15,000 revolutions, and with a pressure of 1201b.
