The following remarkable incident is recorded by the Moscow correspondent of the Standard: —The General in Command of the 27th Infantry Division, whose headquarters are at Wilna, has made a speech to which considerable significance attaches at the present crisis. The occasion was the return home of the 3rd Sappers, who had been ordered to the Far East, but were brought back from Odessa on the eve of sailing.
