WHO IS MENACED?

o REMARKABLE WORDS ATTRIBUTED TO THE TSAR. The following remarkable incident is recorded by the Moscow correspondent of the Standard: —The General in Command of the 27th Infantry Division, whose headquarters are at Wilna, has made a speech to which considerable significance attaches at the present crisis. The occasion was the return home of the 3rd Sappers, who had been ordered to the Far East, but were brought back from Odessa on the eve of sailing. It was stated at the time that the return of these and other troops from the same district was owing to the fact that sufficient forces had already been despatched to the Far East. Troops have, however, continued to be sent on by sea, and are still going. The general said, after some words of welcome: —" The Tsar decided that it was necessary to brim: you back to Wilna, in order that you might be ready here to join us against that foe whom we shall be ordered to meet." Wilna is the chief centre j for all operations of war in defence of the line of the Niemen, and the Power hinted at ' can only be Germany. At such a time as the ' present this is a remarkable speech, but it, is in Russir even more remarkable that it j should have been allowed to appear in the - public Dress. [
