Hongkong, November 20. The Emperor, under date November 14, in reply to the Emperor of Germany, promises to severely punish the authorities who are compromised in Baron Von Ketteler's murder. He will, he adds, give effect to this assurance on his return to Pekin, which will take place when the negotiations have attained their desired result. He will also strictly enjoin provincial authorities to protect missionaries. The Yangtso Viceroys have stopped the shipments of a tribute of rice to Singanfu, fearing the Allies would intercept them. Count Von Bulow, speaking in the course of the debate in the Reichstag on the points of settlement proposed in the Chinese difficulty, which were cabled on the 13th, said he entirely agreed with' the proposals, and also that China should negotiate such changes in the treaties of trade and navigation as the Governments might deem advisable. He was hopeful of good results being obtained, and emphasised the friendly relations existing with Great Britain, Russia, and Germany. The latter, he said, was safeguarding her own position in Europe and elsewhere, but was not interfering with others, and was not acting as a lightning conductor for other Powers. Herr Bebel attacked the Kaiser's " no-quarter" speech, and referred to German cruelties, his remarks causing frequent interruptions.
