BOROUGH COUNCILS.

I PARNELL. | The Parnell Borough Council met last night, !at the Chambers, Manukau Road. There | were present: His Worship the Mayor (Mr. j Hugh Campbell), and Messrs. Cozens, Friend, ! Gilmour, Fitt, McCabe, Briggs, and Pet- , ford. Mr. Friend apologised (or the absence ! of Mr. Tewsley, through illness. A letter I from Messrs. E. Mahoney and Sons, archii tects for the Dilworth trustees' now villas in ! Selwyn Terrace, asking the Council to relay i a short piece of the borough 6in drain, so j. that the trustees could connect their 9in ; drain with it, was referred to the Streets I Committee. Consideration of the Mayor's motion to rescind a .former resolution of the Council deciding to do the I cementing of the joints of the pipes in the | new drainage works by contract and not by ' day labour, was further deferred till next | meeting, as a full Council was not present, i The Council's next meeting takes place on | Friday, the 22nd inst.

NEWMARKET. The ordinary meeting of the Newmarket Borough Council was held in the Council Chambers last evening, the Mayor (Mr. J. M. Laxon) in the chair. There wore also present: Messrs. Lumpkin, Laurie, McColl, Seccombe, Edgerley, Bennett, and Spooner. Mayor: The town clerk, as returning officer, for the borough, announced the election cf Mr. J. McColl as incoming Mayor, and stated that tho induction would be carried out .it noon of December 20. Water Consumption: The turncock reported the consumption of water for the past 20 days to bo 838,000 gallons. Dog Collars: The tender of Mr. Edwards (6d a piece) for dog collars for tho borough was accepted. Council Meeting: It was decided that the noxt ordinary meeting of the Council be held on January 8.

ONEHUNGA. The ordinary meeting of the _ Onehunga Borough Council was held last night, when thero wore present: His Worship the Mayor (Dr. W. R. Close-Erson), Mrs. Yates, and Messrs. Colledge, Bradley, Stoupe, Shaldrick, and Vauso. Drainage: A letter was received from Mr. J. W. Watts, manager of the local branch of tho Auckland Savings Bank, asking the Council to drain Haslott-street. Mr. Watts said tho bank would defray the cost of the work when completed. The letter was referred to the Streets Committeo. Railway Freights: Mr. W. Grey, secretary of the Auckland Warehousemen's Association, wrote asking the Council's assistance to obtain a concession from the Railway Department of tho rates now charged upon goods from Onehunga to Auckland. The letter was referred to the Council in Committee. Water Supply: Tho town clerk read a letter sent to the Auckland City Council, by the instructions of tho Mayor, asking for a definite reply as to whether or not tho City Council were prepared to accept Onehunga's terms for permission to draw the surplus water from the Onehunga Springs. The Mayor said ho believed a definite reply might be expected in a few weeks. Ho had written to the Auckland City Council, as other applicants were wanting to deal with Onehunga for tho surplus water. Mrs. Yates said she did not approve of tho Mayor's action, as it was tho Council's prerogative to give instructions to the town clerk, especially when it involved an expenditure of money. The Mayor, in reply, said ho acted in the interim of each Council meeting in tho interests of tho borough to the host of his judgment, and should continue so to do. On the ' motion of Mr. Shaldrick, the Mayor's action was approved, Mrs. Yates voting "No." When tho vole had been taken, Mrs. Yates jumped up and said: "You need not turn your nose up at me, Mr. Mayor. I am here in tho interests of the ratepayers, and shall speak every time I feel called upon to do so." Tho Mayor called for the next business. Tenders: The following tenders were received for the supply of steam coal for the pumping station for the year 1900:— J. J. Craig, Taupiri, 16s per ton (this tender was declared informal, there being no deposit enclosed) ; J. J. Russell, Taupiri 15s 9d, Hilcurangi 17s 9d. It was resolved to accept Mr. Russell's tender for Taupiri coal. Dog-col-lars—E. B. Wright, 260 new dog-collars at sd; rcplating old collars, Id each; Boon, 6Jd and 2Jd respectively. A third tender was also received at 8d and lid for the respectivo works, but was .unsigned. The first-named tender was accepted. On the motion of the Mayor, it was resolved to defer consideration of tenders for horse and cattle straps until tho Council should decide whether or not the Council would issue licenses for grazing cattle on Mount Smart reserve. Water troughs tender was received for supplying threo water troughs for cattle, namely, that of Adam Jones, at £3 2s each. Mr. Jones also agreed to place the troughs whero required at 7s 6d each. Tho tender was accepted. Footpath: On tho motion of Mr. Colledge, it was resolved to commenco the new works authorised before the annual election in September by forming a new footpath from Boattio's Corner to Symonds-streot. Next Meeting: At the suggestion or tho Mayor, it was agreed to hold the next meeting on l Friday, tho 22nd inst., instead of on Monday, the 25th. Finances: Tho treasurer read his usual financial statement, as follows:— account, debit balance, £115 Os sd; waterworks account, debit balance, 15s 4d; recreation reserves account, credit balanco, £23 19s 7d; contractors' deposit account, credit balance, £21 14s; cemetery account, credit balance, £22 ss; domain account, debit balance, £5 12s lid; due from the last-mentioned account to the general fund, £74 2s Id.
