ADMIRALTY CHANGES.

By Telegraph-Press Association.-Copyright. London, August 21. Vice-Admiral Lord Walter TalbotKerr has been appointed First Lord of the Admiralty, in succession to Admiral Sir F. W. Richards, who has relinquished the post. RearAdmiral Archibald L. Douglas succeeds Admiral Kerr as second Lord. Lord Walter Talbot-Kerr, K.C.8., is a son of the Marquis of Lothian. He entered the navy in 1853. He was with the Naval Brigado at the relief and battlo of Lucknow, and has a Royal Humane Society's medal for saving life. Ho was created captain in 1872, Rear-Admiral in 1889, and vice-Ad-miral in 1895. He was private secretary to the First Lord of the Admiralty from 1885 to 1890, and from 1890 to 1892 ho was second in command in the Mediterranean. Ho was created a Lord of the Admiralty in 1892, and has been second Lord sinoe 1894. He commanded the Channel squadron from 1895 to 1897.
