London, January 24. Thb Duke of Devonshire, in a speech at Birmingham, said the Government was never stronger than at present. The country did not demand any great constitutional or social changes, but required the perfecting of defects and defences, and the strengthening of the unity of the Empire. The recent demonstration of power by Britain and her firm intention to maintain her rights had resulted in closer relations with Germany, Italy and Russia, and bad oven cleared the air with regard to France.
