PROPOSED COMPULSORY MILITARY SERVICE. Press Association.—Electric Telegraph.— Capetown, April 21. The Royal Commission appointed by the Government of Cape Colony to inquire into the question of defence has presented its report, which recommends the division of the colony into five military districts, the raising of a partially paid semi permanent force of 11,000 men, compulsory military service on the part of all the male population between the ages of 18 and 60, a large increase in the garrison, additional supply of heavy guns, and the formation of a reserve of 2000 burghers.
