At a meeting of the Surveyor)' Institution held recently, Mr. D. Watney presiding, Mr. J. W. Bund read a paper on " Allotments and Small Holdings." He said there could be no doubt that the country was now pledged to the policy of providing land for the labourers, and it was worth the attention of all thoso who had to do with the management of the land to consider what were the best methods of earryingout this policy. During the past tea years much had happened, hence he said it was necessary for the present law relating to allotments to be recast. The present pro« visions of the Act did not make it clear whether allotments were for the labouring poor or for anyone who fancied them. Then again much difficulties wore raised, and many disappointments caused, en the subject of rent. The cost of getting land, too, often prohibited it« use for allotments eofar as the labouring poor were concerned. He had arrived at Mis conclusion that there was a Pennine desire on the part of the labourer in certain districts to have some land to cultivate, and the demand was nob met,by, and was quit* independent of, the allotments set out by landowners on their estates.
