A correspondent writes calling attention to what ho calls " the disgraceful condition of the conveniences in the enclosure at Potter's Paddock." They are, he says, a positive disgrace to those concerned, and he calls upon the parties interested to effect an alteration before Saturday next. An American paper has the following :— " The mystery surrounding the subject of tho Czar's health has beeu solved by VicePresident Martin, of the English AntiTobacco and Anti-Narcotic League. All the trnublo, he has discovered, is due to pernicious cigarette smoking, which has shattered His Majesty's nerves, and left him a physical wreck."
