CONFESSION BY ARTON.

Paris, March 29. As a result of a confession made by Arton, the Paris banker, in reference to the Panama Canal frauds, tho Pro-cureur-Gdmjral has asked the Government to accord facilities for the instituting of prosecution against the following members of the Chamber o£ Deputies:—MM. Maret, Bayer, and Nequet, also M. Levey, a member of the Senate. The Chamber refused to suspend the privileges of the deputies concerned until Arton's memoranda wag produced. The confession affects 13 present members of the Chamber, besides other deputies since deceased or unseated.
