Press Association.—Electric Telegraph.— Washington, January 21. The Committee of the Senate, in its report, asserts that sovereign right forbids the canal on the Isthmus of Panama. Senator Davis, the mover of this motion, is a candidate for the Presidency. It is believed President Cleveland will refuse to receive the resolution.
