A SCHEME OF DEFENCE. AUTOGRAPH LETTER TO BISMARCK. Press Association.—Blectnc Telegraph,-Copyright, Berlin, January 17. The Emperor of Germany, addressing the generals and statesmen on the 25th birthday of the foundation of the Empire, thanked Providence that the desired work had been achieved, He was determined to perfect a scheme of defence, and to promote the welfare of the people. He appealed for united support, which would continue a strong pillar for the maintaining of peace. The Emperor also sent an autograph letter to Prince Bismarck expressing gratitude for his long and valuable services to the country.
