CHARGES OF MISMANNGEMENT. Press Association.—Electric Telegraph.— Paris, November 28. The Chamber of Deputies has declined to appoint a committee to inquire into the management of the Madagascar war. The Premier declared the Government would apportion the blame. Madagascar has been placed under the control of the Minister for the Colonies. Paris, November 29. M. Bourgeois' refusal to set up an inquiry into the management of the Madagascar campaign has irritated the Radicals and Socialists.
