ALLEGATION AGAINST A BRITISH CONSUL. Press Association.—Electric Telegraph.— : '* : Shanghai, September 15. The China Mail alleges that Mr.' Mansfield, the British Consul at Foochow, repeatedly refused to lead a rescue party to Kucheng until he saw the American Consul starting.
