The Shops and S\op Assistants Act 1892, is repealed bj the Act of last session which is now in'orce. But the necessary provision has ri»t been made under this last Act for th\ weekly half-holi-day. The confererje of delegates 0 { Municipal bodies w'lich is to fix the day on which the hat-holiday is to b« observed, will meet oi Friday, the 18th inst. So far as we cai see, there is no provision for continuing any of the enactments of the AcS of 1892 till the arrangements under he new Act are in force, so that till the day for the half-holiday has been Appointed- there is no law at all on tie subject. We have always said tlat we think it unfair and wrong iat the Parliament should have ast upon local bodies the invidious task of fixing the day for the haf-holiday. The matter is a serious ont for many shopkeepers, and may infolve the ruin of some. At the present time a considerable amount of wire-pulling is ia progress amongst these who are to discharge this repugnait office. These men were not elected for this purpose. Every duty of this $rt thrust upon municipalities by tie Government without leave asked is an injury to the purity of our xnunicipd administration. At next election of couicillors the most important question with many ratepayers with respect to the different candidates will, be, whi<b candidate will vote as they want in respect to the half-holiday for closing _ The fitness of the candidates for muricipal duties will be altogether lost sigit of. It is provided in the Act that frhere the municipal authorities declin* to appoint a day then the Governmeit shall do so by Order in Council. The Act belongs to the Ministers, and it is only right that they should have the credit or discredit of carrying it oat. If the municipal councillors appoint a day then those persons whose business is injured by that particular day being chosen will blame those councillors.
