London, September 12. H.M.S. Champion will survey the waters in the vicinity of Necker Island to ascertain if the locality is suitable for laying a cable.
It is understood that Hawaii is willing to co-operate in laying the cable. Mr. Seddon may plead ignorance, and presumably has withdrawn his protest.
' The Times considers the protest by New Zealand against the annexation of Necker Island shows that it is impracticable to extend to the colonies the right of independent action in external affairs.
