A NEW SPIRIT. ; ADDRESS BY LORD ROSEBERY. Press Association.—Electric Telegraph.— London, April 25. Lord Rosebery, addressing the Liberal party, said that owing to the extension of the franchise a new spirit towards Imperial,'interests animates the Liberal Government. The unity of the Empire must be maintained, and the British flag must not be lowered abroad. He regards it an impossibility to re-unite with the leaders of the Unionist party.
