, [by TELEGRAPH OWN correspondent.] Wellington, Wednesday. , The Times denies that Colonel. Fraser'a appointment oomes within the Civil Service regulations, the a same as regards Mr. Bracken's appointment to the position of Parliamentary reader. It says that Mr. Bracken had been promised this position long ago, a fact which was well known, and that the leading men on both sides of the House were perfectly agreed as to it. There was nothing to prevent the promise being carried out.
