Press Association.—Electric Telegraph.—Copyright. London, April 19. The Budget proposals have been well received in the provinces. The Daily News says that Sir W. V. Harcourt, in response to pressure brought to bear by the Irish and Scotch members, will limit the present increase in beer and spirit duties to a period of one year.
