ATTITUDE OF THE UNITED STATES. THE OPINION OF THE TIMES. Press Association.—Electric Telegraph.— Washington, March 8. The American postal officials declare it will be impossible to support the Pacific cable unless it touches at San Francisco. London, March 9. The Times congratulates the colonies on the distinct advance made by the PostabCouference towards the Pacific Cable. It foresees the time when it will be recognised as indispensable for commercial and Imperial purposes. It will be the natural supplement to Huddart's steam line, and will enable reinforcements to be sent to Australia without using the Mediterranean. The Times considers the true policy of Great Britain is to join Canada and Australia in assisting the Pacific Cable,
