The minority of the Labour Commission, led by Mr. Tom Mann, are preparing a report advising the miners to adopt the eight-hours' system, and insisting on a great increase of factory inspectors. They also urge that the State Conciliation Boards should be invested with compulsory powers for the production .of documents and the enforcement of their decisions. Mr. Mann agrees to accept the secretaryship of the Independent Labour Party. The Home Secretary has informed Mr. J. Burns, M.P., that the Government next session hopes to legislate against unreasonably long hours of labour, and he trusts that employers of labour in dangerous trades will adopt eight-hour shifts.
