[bt telegraph.—own correspondent.] Wellington, Friday. THE ANTI-STOUT PETITION. This matter still hangs fire. The Returning Officer has not returned from his holiday. Some people say the matter ie likely to" fizzle" out. THE PREMIER'S POLITICAL PUPILS. The Hon. Mr. Seddon is reported to have addressed a public meeting in Denniston in referenoe to the two new and youthful members of the House of Representatives elected on the West Coast. He was satisfied that with two political colts beside him the West Coast would be as well represented as ever it was, especially if the two youngsters took their breaking.in and training quietly and kindly, without making too much noise, or kicking over the traces, which must be satisfactory to the free and independent electors who voted for them. ' v ' ' THE STOCK ACT, The new regulations under this Act will come into force on the Ist of February next. The period of quarantine for cattle and sheep will be sixty, instead of ninety, days. The restriction upon the importation of pigs is removed. Charges for veterinary surgeons are abolished, except for ships' dogs, which must be removed to quarantine within 48 hours after the ships arrival. This rule also applies to stock. THE FRENCH MAN-O'-WAR. We have a French man-o'-war in Wellington, which is a new object of curiosity. She was visited to-day by the Colonial decretory and other official people. There is one thing remarkable about this warlike visitor. She is painted of a*' stone grey colour." A paragraph in one of the local papers says that this " neutral" colour was selected by the French Admiral (Courbet) for the Channel Squadron on account of its being almost! indistinguishable in a fog or thick weather.
