THE HOME RULE BILL.
THE CLOSURE APPLIED. Press Association,—Electric Telegraph.— London',' August 22. Mr. Chamberlain's amendment to the proposal to apply the closure to the report stages of the Home Rule Bill was rejected by 201 to 162. The Premier's motion was then carried without a division. Mr. Chamberlain said that the action of the Government was unprecedented, and it was impossible to rely any longer upon the sense of equity or honour of the majority, due to the votes of priests, moonlighters, and illiterates, whom the Parnell Commission had convicted of conspiracy to destroy the kingdom. The Premier replied that the motion was intended to. secure liberty and efficiency of Parliamentary discussion.
In moving the application of the closure the Premier pointed out that the House had already spent seventyfour days upon the Home Rule Bill, which was more than double the time any important constitutional measure had ever occupied. It was the duty of the Government to prevent the Conservative party paralysing Parliament.
