Melbourne, April 26. The Colonial Treasurer has arranged to convert £120,000 of the £2,800J000 four percent, local loan which matures at the end of the year, into four per cent, stock at par, and expects to convert the remainder at reduced interest. London, April 25. Mr. llogan, M.P., in an interview with a representative of the Colonies and India, said the civil service is a millstone round Victoria's neck, and that her expenditure on education is incredibly lavish, and could be reduced by onehalf without impairing efficiency.
