London, January 2. Mr. Tim Healey, addressing a meeting at Newcastle, declared that the Irish people would refuse to accept in the Home Rule Bill a clause similar to that in Mr. Gladstone's Bill of 1886, providing for taxing Ireland in proportion of one-fifteenth of Great Britain.
