TO THE EDITOR. Sir, —Re your report in this day's paper ot proceedings by our Charitable Aid Board, history repeats itself. Let the members or the Board read Dickens' " Oliver Twist "and the boarding-out system practised in his days, and then tell the public that they are in favour of further augmenting the evil by sending children into the country. If such scenes as were vouched for by Dr. .Macgregor (and praise to him for his timely exposure) occur in town, under the very eye of the visiting officer attached to the Board, what guarantee have the public that a better state of affairs can be procured in the count! y, tar and away from the reach of the Board or any of its officers.
