Ottawa, September 23. Mr. W. J. G. Haffart, PostmasterGeneral of Canada, is accused of having made a profit out of Government contracts.
Mr. Mercier's defence is that the Government of Quebec, of which he is head, were ignorant of Pacaud's extortions.
