Dr. Michael Vpitch, Servian Minister of Finance, has resigned, because; he finds himself unable to collect the nineteen million francs of taxes which are in arrear. GERMANY AND DRUNKARDS. Berlin; August 30. Chancellor Von Caprivi has introduced a Bill in the Reichstag to suppress drunkenness. It provides that all inebriates who are reducing their families to indigence, and endangering the safety of other people, shall be placed under guardianship. The Emperor assisted in drafting the Bill. Tho Otago branch of tho Bail Servants Society havo carried unanimously resolutions affirming that the Railway Insurance Bill has so many very objectionable features that the branch resolves not to recognise it-; that the branch fully endorses the resolution of the Canterbury branch.
