THE FIRE BRIGADES BILL.
[BY TEIjKGRAPH.— CORRESPONDENT.] Wellington, Wednesday. Tiif. Fire Brigades Bill is circulated. It will be introduced under the auspices of the several municipalities. It will, however, be first discussed by the Municipal Conference to be held in Wellington. 'It provides for the establishment of fire brigades in boroughs, giving certain powers in special cases. Each district is to have a Fire.Brigade Board, two members to be appointed by the Governor, two •by the Borough Council, and two by the Insurance Companies doing business within each district. The seventh member (or president) will be appointed by the Governor-in-Council. This Board will have , control over all plant and funds. Tho funds will be contributed in "'tho following equal parts :One - third by the Government, one-third by the.' borough, one - third by the insurance' companies. The Board will appoint a chief officer for each district. In .no case shall the contribution of the borough be more than equal to a penny in the pound oil the rateable value of the property within the borough. If the expenditure in the year should be' in excess of tho contributions, the borough and the insurance company shall contribute each a third of such excessive expenditure. • The powers given " tho brigades at fires and generally when on duty aro very considerable. ~
