Ottawa, January 22. The Canadian Government has rejected Mr. Blaine's offer of complete reciprocity. It is asserted that Lord Salisbury is pressing Canada to accept, with a view to settling the Behring Sea difficulty. Sir J. Macdonald is favourable to a dissolution, in order to test the feeling of the people.
