WAIT EM AT A COUNTY COUNCIL

ANNUAL MEETING. The annual meeting of the Waiternata County Council was held at noon yesterday, at the offices in Palmerston Buildings. Present : Messrs. Bruce, Jack, Wilson, O'Neill, Sinclair, McLeod, Mackay, McMahon, Wilson, and Sharp. The first business was the election of chairman. Mr. A. Jack proposed, anil Mr. Wilson seconded, " That Mr. Bruce be elected chairman." Mr. McLeod proposed, and Mr. Sharp seconded, "That Mr. R. Mtvckay be elected chairman." A show of hands was taken, resulting in the election of Mr. Mackay, the division being as follows For Mr. Mackay : Messrs. Sinclair, McLeod, Mackay, McMahon, and Sharp. For Mr. Bruce: Messrs. Jack, Bruce, Wilson, and O'Neill. Mr. Mackay was therefore declared elected. it was agreed to have the monthly meetings as hitherto 011 the first Friday of the month, and committees were appointed. In regard to members' travelling expenses, it was agreed, 011 the motion of Mr. Bruce, seconded by Mr. Sinclair, that the travelling expenses of members be as heretofore, namely, for Northcote, Takapuna, Birkenhead, Waitakerei, and Waikomiti, 10s each, and for the other ridings £1 each. An amendment proposed by Mr. Sharp, and seconded by Mr. Wilson, that the expenses be reduced to 10s and 5s respectively, was lost. ORDINARY MEETING. The ordinary meeting was held at halfpast one o'clock, Mr. Mackay presiding. Tenders.—Tenders for work at Bendell's Hill, Waitakerei - West Coast Road, were opened. This matter had been deferred from last meeting. The tenders were : — Larkins, £135; R. Hill, £109. The lowest [ tender "was accepted. Red Hill works :— Kennery, £70; Hill, £86. The lowest was accepted., J. Johnston tendered to do work 011 the embankment and culvert at the Great Worth Road, and R. Hill, jun.'s, tender was £17. or £10 if he was allowed to take the old timber. This was accepted. For works and repairs 011 old railwav bridge, Knmeu and Riverhead. The tender of T. and A. Hunter, £22, was accepted. For the bridge over Kumeu, Waitaki, the tender of T. and A. Hunter, £21 10s, was accepted. Ballast Wharf at llklunsville. — Mr. Larkin's tender had been returned to him, and lie now wrote ill regard to the matter stating that after waiting over a month he expected that his tender would have been accepted, and lie had gone into expense for timber. Captain Mc Mali on moved, "That in lien of erecting a wharf, a wharfage rate of 4d per yard be paid by the Council 011 any suitable wharf which may be erected at Helensville." Mr. Sinclair seconded the motion, and, after some discussion, it was carried. Appointment of Officers.—Mr. Jack raised the question at this stage as to whether they should not, before proceeding further, appoint officers for the Council, and Mr. Bruce considered that this should be their first duty. The Chairman suggested that notice of motion should be given, and pointed out that the Council had power at any time to engage or dispense with any officer. Mr. Sinclair coincided with the chairman, and moved, "That the question of appointment of officers be postponed until February." Mr. Sharp suggested, as a way out of the difficulty, that they should appoint the officers at this meeting for three mouths, and the new councillors would then become acquainted with the work. Mr. Bruce seconded the amendment proposed by Mr. Sharp. Finally, Mr. Sinclair s motion was agreed to. Mairktaiii Loan. —It was agreed that the chairman and secretary make tho best arrangements possible in regard to this loan, of which there was £1000 in hand. Waiwera. —In regard to Paul's contract at Waiwera, the secretary explained the position of the Council in the matter. The Council had accepted a tender for £67 for the approach, under the impression that the Rodney County would pay half, and he had stopped the work, pending this meeting. It was agreed to accept Paul Brothers' tender for £67. Swan son* Railway Crossing.The engineer reported that he had arranged to have the work done. It was only about a week's work for a man. The road to Waitakerei station was also practically arranged. Big Muddy Creek. —In regard to the road to section 55, Big Muddy Creek, the resolutions of the Council had been forwarded to the Minister of Lands, but 110 reply had yet been received. Waitakkrki-West Coast Road. — The engineer furnished an estimate of £120 for metalling a portion of this road. It was agreed to defer the matter for the present. Great North Road.—ln reference to a landslip on the Great North Road, near Prior's hill, Mr. J. Price wrote as to an accident by which his vehicle was broken, and he asked the Council's assistance in his misfortune. It was decided not to. accept any "responsibility. Messrs. Bullock and others wrote as to the state of the road between New Lynn and Henderson, and the necessity for having it metalled. It was agreed that the chairman and Messrs. Sharp, Wilson, and the secretary wait on the Hon. Mr. Mitchelson with regard to obtaining assistance to metal this portion iff tiie road.
