OUTBREAK IN TICINO. Press Association.—Electric Telegraph.— Berne, September 11. It is reported that a revolution has broken out in Ticino, owing to the revision of the constitution, and that 2000 troops have been called out to quell the disturbance. September 12. The revolution at Ticino is spreading, and the rebels have killed the Directors of the Interior and captured other councillors of State. The populace of the canton support the Provisional Government, because the State refused to submit the revision of the constitution to the popular vote.
