PROBABLE CHANGES. London, August 3. The rumour is revived that Mr. W. H. Smith, leader of the House of Commons, will accept a peerage, and that Mr. Balfour will succeed him. Mr. W. L. Jackson, Financial Secretary to the Treasury, is mentioned as likely to assume the Chief Secretaryship of Ireland. Sir Michael Hicks-Beach, President of the Board of Trade, is likely to take charge of the Colonial Office, Lord Knutsford becoming Lord Privy Seal. The Marquis of Salisbury has declined to accept the overtures of the friends of Lord Randolph Churchill regarding the latter rejoining the Cabinet.
