AUCKLAND CITY COUNCIL.

Tub regular meeting of the City Council was held lost evening. Present: Messrs. A. E. T. Devoro (Mayor), Patterson, Hewson, La vers, Cooper, Swales, Dignan, Smith, Atkin, Holland, Crowther, Farrellj Trenwith, Warren, Davios, Evans, Grey, Mid Cooper. ' Edk.v Tkbrace and Newton- Golly Drain a ok.—Tho secretary of the Eden Terrace Road Board wrote re tho claim of £299 8s 6d that) tho Board waa in no wav responsible for tho account. Tho letter was referred to the Legal Committee. Brack Road.—Mr. S. Southerly ■wrote in regard to a demand made on him to drain his premises in Beach Road. Tho property had been transferred to his wife three years ago, and there was only five years of tho lease to run, and he waa not in ft position to go to the expense. It waa agreed that the" letter be sent to tho Legal Committee. ° CoNTLEY-STKKJsT.—Mr. M. Short complained of damage done to his allotment by excavation, and asked that a retaining wall should be erected. It was agreed to reply that the Conneil was not liable. Am Gallkry Presentation.—The Secretary of tho Hanging Committee notified the presentation from Mr. A. E. Aldia of tho picture, "Hokahomoka Bay," Whangaron, and recommended that the offer bo accepted. It was agreed, on the motiou of the Mayor, " That the offer bo accepted awl the donor thanked." Reduction OF Rent.—Mr. L. 11. Neumegen applied for a reduction of tho rent of certain properties which had fallen into his hands as mortgagee. Referred to the Finance Committee. Gully Drainage.Mr. E. Can* wrote in regard to tho gaily drainage at Haydnstreet and Bereaford-street, and the tilling in of the gaily. Tho engineer reported that it was street sweepings which were deposited in the gully, and lie received instructions to delist from depositing any more there. It was agreed that tho notico prohibiting the deposit of rubbish in tho gully be altered so as to restrict only the deposit of offensive matter. - Burgims Roll.—Mr. S. D. Banna wroto asking- to be placed on tho burgess roll for certain property purchased from Jeanotte Dowden. Referred to tho Legal Committee. Ul'l'Kß Queen-ktrekt. — Mr. J. Pitzsimons wrote complaining of damage to his property from a landslip in Upper Queenstreet. The engineer reported that tho Council had not touclied this part of Upper Queon-stroet for years. The slip was , apparently caused through a leaky drain i pipe in the bank and tho heavy rains in June. Referred to tho ward members to examine and report. Permit.—E. Mahoney and Sons, architects, asked permission to make certain alterations in a building in Karangahapo Road, owned by Mr. Courtney. The alterations principally consisted of substituting an iron roof for a shingled one and raising the parapet. Tho application was approved by the engineer and granted. England-street.—Mr. William Leys wrote a long letter in regard to the state of England-street, and complaining bitterly of the manner in which it had been neglected by the Council. On tho motion of Mr. Cooper, the letter was referred to tho Streets Committee, as there woe a difference of opinion on the subject of this street. The motion was seconded by Mr. Atkin. Mr. Evans quoted tho advertisement calling tho meeting in l'ouaonby for the purposoof drainage, to show that it was properly convened. He denied that any mention w*s made of England-street at that meeting. He had received from Mr. Boardman, chairman of that meeting, the following resolutions to be laid before,the Council:— " That tho meeting approves of the plans for drainage in Oliphunt etreet and gully as exhibited by Messrs. Evans and Swales, city councillors, and urges upon tho Council the rni[)orativo necessity of carrying out t-he works at once ; (2) that the meeting urgea on tire Council to use tho best efforts to get tho sewer across Freeman's Bay made without delay." Tho engineer was called, .and explained that tho street was not made, but it was in the same state as when it became part of tho city. Tho centre of the rood was metalled, and tho footpaths were made, but there was no korbing or channelling. Finally the letter was reforred to the Streets Committee. ** Market Lease. —A letter was received from Mr. T. Slotor, lessee of the market, stating that unless a large reduction of his rent was made he would havo to hand over the keys on tho 30th inst. The letter was referred to tho Finance Committee. Custom-street. —Messrs. Mahoney and Sons wroto asking on what .terms tho Council would straighten the kerbs and asphalt the footpaths in front of t.ho new Custom-house, in order that they might obtain the necessary authority from Wellington to havo the work done. The engineer reported that the cost would be £43 15s, ana it was agreed that the work bo done, the Government to pay half tho coat, the Streets Committee to call for tenders. Streets Committee.—This committee's report was as follows: — Memo, from engineer, reporting specifications saltwater mains (referred with power to call for tenders) : Your committee reports having received nine tenders; and has accepted the lowest, that of James Magee (£ll2 7s), to bo charged to Waterworks Extension Account. Letter from Mr. James Da vies re ward labour, Karangahape: Your committee, having heard the engineer and the clerk of works in explanation of the circumstances alluded to by Mr. Davies, deems that BUti-<ffletory explanation has been received. Tho report was adopted on the motion of Mr. Dignan.

Legal Committee.—This Committee re-

ported as follows :—Your Committee recommends that Mr. Tudehope's offer of £40 annually, for a term of 5 years, be accepted, Mr. Tudehope, for that sum, to supply the gas and perform the services now rendered by Messrs. Branston and Forster and Mr.

Piggott. An agreement to bo executed in above terms. Letter from secretary Now Zealand Frozen Moat and Storage Company re temporary roadway over reclaimed land : Your Committee recommends that same be granted in terms of letter. Letter from secretary Harbour Board re " Public Bodies' Powers Act, 1887" : Your Committee recommends reply as per draft submitted and approved. ■ Tender for leasing Motion's mill (referred with (lower to accept) : Your committee has

accepted Mr. (xioko's tender at £150 per annum. Re lending library : Your committee recommends as follows, viz., («) that tho lending library be opened on the let day of October, 1889; (/>) that lending library catalogue be sold at one shilling (Is) each; (r) that Miss Braithwaite be placed in charge of the lending library (under the supervision of the librarian) at a salary of £60 per annum ; (d) that Miss Wells be appointed to the position now occupied by Miss Braithwaite at the Kamo salary and on tho same condi-

tions ; (c.) that applications be invited, from, ladies, to fill the appointment (it present held by Miss Wells, and on the same conditions and salary. The report was adopted on the motion of the Mayor.

Financk Committki;.— This committee's report was as follows:—"Memo, from Inspector of Abattoirs re addition to house : Your committee recommends the addition, as suggested by the engineer, at a cost of £28. Letter from Patrick Murphy (new), offering £7 per annum for one year for paddock No. 5, Western Springs : Your committee rocommends that offer be accepted. Letter from T. Gibba (new), offering £10 per annum for two years for paddock No* 1, Western Springs : Your committee recommends that offer be accepted. Letter from Hart and Tobias (new), offering 10s in the £ (payable by promissory notes at three, six, nine, and 12 months) on amount of arrears) £72 19a, on lot 23, and' £58 10s on lob 28, section 31: Your committee recommends that offer be accepted, conditionally on bills being mot at maturity." The report -was adopted on the motion of Mr. Evans. City Leases.—Mr. F. A. Bettany offered a rent of £13 a year for a cottage in Hep-burn-street ; Mr. J. J. Wood offered £15 for the same property, and his tender was accepted. A number of tenders for cutting gorse off the City Council's property were received, but the acceptance of any tender was deferred for further consideration.!! Hawkers' By-Law. — The Mayor formally proposed tho motion for the adoption of the Hawkers' By-law.
