ANTI-ENGLISH OUTBURST. Press Association.—Electric Telegraph —Copyright. London, August 22. There is an outburst of anger on the part of the French press towards England owing to the English Attache at Berlin attending a dinner of the Victoria Guards (German), of which Queen Victoria was recently made Honorary Colonel, and also at Her Majesty pre senting Prince Bismarck with a por trait of herself.
