—«,— OFFICIAL PROCLAMATION. ; Press Association,.—Electric Telegraph,—Copyright • St. Petersburg, May 28. 5 The Czar has issued a proclamation tot his subjects in which he expresses his gratitude to Providence for the escape from death on the occasion of the rail-! way accident near Baurki on 30th Oc* tober. The proclamation also contains* the announcement of the pardon of: Kharkoff, the railway official to whose careless supervision the accident was attributed.
