SPEECH OF LORD KNUTSFORD. London, March 25. Lord Ivnutsford, in replying to Lord Stratheden's motion affirming the good effect of the Colonial Conference in 1887, said that Imperial Federation wag a difficult and delicate question. There must be a full enquiry into the wishe3 and interests of the colonies before the idea of holding a conference on the subject could be entertained. . The Imperial Government, he assured the House, was willing to consider any scheme the colonies might submit, giving them a more direct share in the Council of the Empire. Lord Knutsford also said it was unnecessary and inconvenient to convene the Colonial Conference for some time, especially as there were no burning questions to discuss. He advocated uniform laws in the colonies, particularly on the points approved of by the Imperial Conference.
