St. Petersburg, March 9. The Czar has ordered a searching enquiry into the action taken by Atchinoff, the Cossack leader, in attempting to form a settlement in Sargallo, at Tajurah Bay.
THE REPORTED ENGAGEMENT AT SAMOA.
Washington, March 9. Mr. Blaine, Secretary of State, discredits the information that an engagement between Germans and Americans at Samoa could have taken place.
RUSSIAN LOAN CONVERSION. St. Petersburg, March 9. Russia obtains the conversion of a loan of 700,000,000 francs.

Paris, March 8. General Boulanger, in the course of a speech the yesterday, said the attempts to create war between Italy and France were criminal.

At a meeting of the Eighty Club, Earl Spencer said that at the right time he believed that Mr. Gladstone would be prepared to submit a policy giving Ireland the power to govern herself. THE QUAYLE MINING COMPANY. London, March 9. In consequence of adverse criticism the directors of the Quayle (Thames) Mining Co. propose to wind up. as they are dissatisfied with the value of the property.
