Prince Bismark proposes that a conference of the Powers possessing interests iii Samoa should be held on the basis of establishing the independence of the group with equality of rights for the Treaty Powers. Mr. T. F. Bayard, Secretary of State of the United States, urges that a truce be proclaimed in the group pending a decision being arrived at by the Conference. Received February 11, 2 a.m. Washington, February 9. President Cleveland lias submitted to Congress Prince Bismarck's proposal for another conference with reference to Samoan affairs. Mr. Sewall, _ the American consul at Samoa, who is at present here, declines to resign. He accuses Mr. Bayard, Secretary of State, of promoting the interests of England and Germany, and he declares that Admiral Kimberly, who was recently ordered to the group, has _ received orders which will preclude his usefulness. London, February 10. A conference is proposed on Samoan affairs.
