A second deputation, headed by Sir William Armstrong, waited upon the Premier to-day, urging that the defence of porta was a national duty, and not a 1 local one. The Marquis of Salisbury, in reply, , said while they ought to avoid taking any steps that might lead to panic, the existing state of affairs throughout the world rendered it imperative that England should strengthen her defences. He admitted that such defences were of a national character, but contended that the localities so defended should bear a portion of the expenditure. The Government, he added, intended to submit the question for consideration to the House of Commons.
