Floquet, the Premier, threatens to resign unless a distinct Republican majority approves of the revision of the Constitution. _ Paris, October 15. M. Floquet has issued a manifesto, in which he proposes his reconstitution scheme. Briefly his scheme provides for the retirement of one-third of the Senate and Chamber biennially, the Senate to be elected by delegates nominated by Communes, the Chamber to have the power of finally rejecting the Senate's amendments to the Budget, and the power of the President and Senate to dissolve the Chamber to be abolished, the Cabinet to resign only upon a direct vote of want of confidence being carried.
