MR. GOSCHEX'S SUCCESSOR.
[PRESS ASSOCIATION.]
London, September 14. In connection with Mr. Goschen's elevation to the leadership of the House or Commons, it is stated that Mr. Balfour, Secretary for Ireland, declined the position, and that it would have been ottered to Sir M. Hicks - Leach had ho been able to undertake the duties. Baron De Worms will probably succeed Mr. Goschen at the Treasury.
