THE CHINESE QUESTION.
REFUSAL TO RATIFY THE AMERICAN TREATYBRITISH BLUE BOOK. [press association.] PekiN; September 1. The Chinese Government have refused to ratify the treaty with America, providing for the exclusion of Chinese from the latter country. London, September 1. A blue book just issued on the Chinese question contains a despatch from the Marquis of Salisbury to Sir John Waisham, British Minister at Pekin. The message is dated 29th June, and urges the Minister to negotiate with the Chinese Government for a Convention similar to that between America and China, and that it should be based on the lines laid down by the Sydney Conference. In his despatch the Marquis of Salisbury states he is anxious that no measures adopted by the colonial Government should be at variance with treaty rights.
