Berlin, July 24. It is understood that there was no parleying on political topics at the recent meeting between the Emperor William and the Czar of Russia.
The Emperor William has officially expressed his intention of carrying out the policy of his grandfather in regard to Russia, and that he will discountenance any movement on the part of Prince Bismarck which might tend to force a conflict with Russia.
