GERMANY'S POLICY.
SPEECH BY PRINCE BISMARCK.

Berlin, June 23. Prince Bismarck in a speech in the Federal Council, said that the Government would adhere to the principles which had guided them in the past, in relation both to home and foreign affairs.
June 25.
In the course of his speech to the Federal Council to-day Prince Bismarck stated that the Emperor would consider the protection of the territory of,the empire his first duty. Regarding foreign affairs he said the Emperor would adhere to the policy of his predecessors.
